Shenzhen Customs revealed yesterday that, with the assistance of Shenzhen Municipal Public Security Bureau, Huizhou Municipal Public Security Bureau and other departments, the customs launched a special operation to crack down on "foreign garbage" smuggling, smashed three smuggling gangs, and preliminarily verified that more than 2400 tons of smuggled waste plastics were involved in the case.




According to the case handling personnel of Shenzhen Customs anti smuggling Bureau, the clue of the case comes from a smuggling case of "foreign garbage" investigated by the customs in the early stage. The customs anti smuggling personnel found that three companies including Huizhou Qimou Co., Ltd. illegally used the waste plastic import license to smuggle the waste plastic.




According to the personnel handling the case, the three companies illegally provided the waste plastic import license to the customs clearance group, smuggled the waste plastic for the individuals and factories without environmental assessment qualification. After the goods entered the country, the customs clearance group declared in the name of Qimou and other companies, returned the relevant import documents to the companies involved, and transported the goods to the actual consignee in Shenzhen, Huizhou, Shantou and other places. The companies involved later deducted the relevant taxes from the tax authorities, And seek illegal benefits from it. At the same time, the three companies have strong anti investigation awareness, and their legal representatives, registered contacts of environmental protection departments and registered principals of tax departments change almost every year, and most of them are false information; Among them, two companies have stopped production in 2017, and the enterprises that have not stopped production have already changed their names and are no longer engaged in waste plastic import business.




The anti smuggling Department of Shenzhen Customs integrated the clues of all parties, took the massive documents as the entry point, relied on the clues obtained in the early stage, investigated one by one, made full use of "intelligent anti smuggling", big data analysis and other information-based means to comprehensively study and judge, found out the gang structure and key information, and mastered the smuggling facts and gang members led by Huang and Zhu. After the customs case handling personnel stayed for two days without sleep, overcome the difficulties of heavy rain and cooling, and accurately mastered the whereabouts of Zhu and other 10 suspects.




In the early morning of March 22, the headquarters issued an order and the network collection operation was rapidly carried out in Shenzhen and Huizhou.
